They complement our services with governance best practices, asset allocation studies, investment research, model portfolio solutions, customized portfolio solutions, and performance reporting.

Quentin began his career in public service, yet quickly gained experiences as an administrator, strategist and community leader while serving leadership roles in government, healthcare, banking, and non-profit sectors. He previously served as President and CEO for a distribution services company. His focus at Paradigm is business development and community relations.
Active civically, Quentin is the former Board Chair of Ohio Means Jobs Cleveland/Cuyahoga County; serves on the Executive Committee of Cleveland Development Advisors; and is a member of both Phi Beta Sigma Fraternity, Inc. and 100 Black Men of Greater Cleveland. In addition, he has been recognized by Crain’s Cleveland Business 40 Under 40, Kaleidoscope 40 Under 40, and has served on the Board Nominating Panel for the Cleveland Metropolitan Schools and the Governor’s Judicial Advisory Committee.
He holds an MPA from Cleveland State University and a BA in Political Science from Jackson State University.
Burner began his career in asset management at a well-established New York securities brokerage firm. He gained extensive experience in the public funds sector and years of success in the financial markets at KeyBank, McDonald Investments and EF Hutton. His specialties include: Asset Management/Allocation, Fund Management, Alternative Investment, Portfolio Diversification, Financial Consulting, Options Trading, Credit Spreads, Debt Structuring, Bond/Alternative Financing, Investment Education, and Public Speaking & Presenting.
A Registered Investment Advisor in the state of Ohio (Series 65), in addition to serving as a Financial Advisor and a Municipal Advisor, Burner has served as an on-air Financial Analyst for Fox 8 News and an Economic Outlook Panelist at The City Club of Cleveland.
He holds a BA in Econometrics from Columbia University.
Ryan Bailey
Ryan graduated from Yale University with a Bachelor of Arts degree in Economics and began his career in the equity research departments of Smith Barney, Deutsche Bank, and Credit Suisse First Boston. He holds several designations including Chartered Financial Analyst (CFA), Financial Risk Manager (FRM), Chartered Alternative Investment Analyst designation (CAIA), and Chartered Market Technician (CMT).
Ryan currently serves on the Investment Committee’s for American Heart Association, Texas Employee Retirement System, Dallas Police and Fire, and Parkland Hospital. He is also a director on the board of Blue Dolphin Energy (BDCO), Board Member for the Texas Alternative Investment Association, Bridgeway Capital Management, STREAM Foundation, Portfolios with Purpose, Dallas CFA Society, and is an Angel for the Texas Wall Street Women. In addition, Ryan is a Strategic Advisor for Carbonado Partners.
Prior to joining Paradigm, Ryan is best known for his role as the Head of Investments at Children’s Health System of Texas, where he managed $1.8 billion in assets for the Hospital’s pension, foundation, operating cash, and long-term pools. As the Hospital’s inaugural investment officer, Ryan established the department, designed, and implemented the systems, processes, and governance structures required in the formation of a top tier endowment office.
Before Children’s Health, Ryan served as Investment Officer and Interim CIO of the Meadows Foundation. In this capacity, he drove the due diligence process, aided the development of strategic asset allocation, and constructed and implemented investment strategy to achieve competitive performance.
Ryan has won numerous awards and recognitions from Institutional Investor, Asset International–Chief Investment Officer Magazine (aiCIO), and Trusted Insight.
